That is a sparrow. I believe it it is the white ring or sometimes called the white crowned sparrow. My friend Deb Gwiz, from Bay City, that has lived in Alaska for the past 20 years showed me a picture of one several years ago, the last time she was in town to visit. Wade.
It's the reference librarian in me...really, I'm not a competitive bee-atch. I consulted the National Geographic Field Guide to Birds of N. America, 4th ed. Are my reference skills lacking? What is the identity of the bird? Sparrow or Plover?
